As someone living in a residential care home (HVB in Swedish), you should have the opportunity to speak with us at the Health and Social Care Inspectorate (IVO) when we visit your residential care home.

The special youth homes of the National Board of Institutional Care (SiS) are also residential care homes. This visit is called an inspection. If you want to talk to us, you can say so to the staff or to us when we come. If you need an interpreter, we will arrange this.  


Why are we inspecting your residential care home?

The law says that the Health and Social Care Inspectorate must inspect residential care homes for children and young people. Sometimes the staff at the residential care homes know about the inspection in advance, and sometimes we come without anyone knowing about it.


Can the inspections make a difference?

Yes. We inspect residential care homes to check that they are following the laws and regulations that apply to them. The most important thing is to make sure that you children and young people are given safe, secure care and treatment. If you think that something is wrong or needs to be changed, you should first talk to the staff at your residential care home, or to Social Services. IVO cannot, for example, change what food is served, how many activities you have at the residential care home, or how Social Services assesses your need for care. If, on the other hand, you think that you’re not being listened to, or feel unsafe, you can talk with us at IVO.


If you are an asylum seeker and have questions about this, you should talk to the Swedish Migration Agency. IVO does not work with asylum issues and cannot influence whether you are allowed to stay in Sweden.



What happens during an inspection?

During every inspection, we meet some of the people who work at the residential care home, and the children who also want the opportunity to speak with us. We want to know if you’re doing well, if the staff is taking care of you properly, and that you feel safe. Sometimes, the conversations with you children and young people can be held over the phone after the inspection. Sometimes we will need to talk with the residential care home or Social Services about what came up during the conversation.


What happens afterwards?

Afterwards, we will write up a decision which says how we’ve assessed the residential care home – whether we think there is anything the staff needs to change. The decision acts as a report that also contains a summary of what you children and young people said – without saying who said what. You always have the right to read what is written in the decision. Ask the staff at your residential care home.
